There are laws regarding tinted windows. I understand why...at night, i can't see at all when I'm in reverse, so I just use my memory and estimate how far i can go back before I hit the car...lol

The law specifically states that the license plate has to be attached to the bumper. Putting it in the front windshield does nothing...it's still considered as if you don't have front plates on. The LAPD issued warnings to employees a few years ago when they said they were going to start enforcing it

It's not anyone's fault that you can't hear that you hit a car. If you don't stop, it's considered hit-and-run...they should have called the cops and had you arrested.
