The turbo will create more power and have more flexibility. I think it would be more reliable as well because the LS/VTEC, as cool as it is, wasn't made to work the way it does. It works great if you do it right, but I'd always have that thought in the back of my mind when I'm pushing on it.
how much you will spend on your turbo setup is up to you. there's a million and one options for turbo, FMIC, and fuel management setup combinations available.
You could probably get a T3/T4 for a decent price, find a manifold, get a cheap fmic if you want one and get some piping from JC Whitney and have someone make what you need. You could go with a cheap OEM DSM BOV. You could also use some DSM injectors and go with an FMU setup. The wastegate is up to you too, as well as the boost controller. Manual would be the cheapest, but it's the most inconvenient.
