It was a typo. The OP meant
bezel...the oval-shaped, black trim piece that wraps around the instrument cluster [water temp, tacho, speedo, fuel, idiot lights].
A phillips-head screwdriver is all you need to remove it and the instrument cluster.
Lower the steering wheel all the way down, using the adjustment lever on the steering column. Then undo the 2 screws on the top edge of the bezel.
The bezel will then pull straight out of the dash.
This will expose the instrument cluster. If memory serves there are one or two screws on the left & right sides of the instrument cluster. Remove them and carefully slide the instrument cluster toward you. Tilt it down and disconnect the wiring harness clips from either side of the instrument cluster.
On the back of the instrument cluster - along the centerline of the panel - there are two or three lampholers; they look like little plastic knobs about 1/2 an inch in diameter (much larger than the clusters of idiot light lampholders). Turn them a half turn and they'll pull out.
The bulbs will have little blue rubber slip covers on them. Be sure to swap them onto the new bulbs. Otherwise the color of the instruments will be kind of amber, rather than a pure white.
Once that's done, swap the new bulbs in (I don't have the size, sorry) and reverse this process to reinstall the instrument cluster.
Should take no more than 20 mins.
