Yes but if there is already an ounce out there to be had then use that to start it off and as more is made the conversion to several facilities would be completed and ready to go. With 4 such plants in various parts of the US you could supply the entire US for a cuple hundred years per ounce and create more to keep it going.

While doing this you could drop prices to .10 cents a kilowatt hour and stil yield a profit.
