I understand what you're talking about. My dad has a 4WD Tundra and I read the manual for the 4WD function and 4HI max @ 65 while 4LO is like 25 like you said. These function were meant for extreme condition which mean you ahve to drive slow, but many people probably would never pull out the manual and read it. It's sad but true. In your case, SUV and trucks are very understandable, I guess I just see no point for them in states like Cali that never see snow unless we're in the mountain. There really should be a special lisence to operate these vehicles.
