I'm guessing 'techtronic' is a ****ed up way of saying 'tiptronic', or a type of automanual system. Tiptronic is Audi/VW/Porsche's name, like Acura calls it 'sportshift'. Technically it's an automanual, between an automatic and a semiautomatic. In which case perhaps it is you who doesn't know what he's talking about. If I'm wrong on my guess, don't read further.
You'll need the 1999 Acura TL 4 speed shiftgate (which I've already installed on my car) and a mess of electronic shit. I'm guessing at least an ECU, some sort of processor, and wiring. I really have no idea, you'd have to buy or borrow a 1999 TL Helms manual and figure out how it's wired up. I paid $50 for the shifter on ebay and sold my old one for $40. I'm guessing to buy everything it would end up costing around $250, if you do all the labor yourself...if it's even possibly, which again I have no idea on because I don't know exactly how the system works.
Bottom line: It's a complete waste of money, and if you go drive a SportShift TL you'll quickly figure out why. The system is pretty much useless outside of holding gears in corners and gets old pretty quickly. Trust me...it really is not as cool as it sounds.
Here're pics of my shiftgate:

The shiftgate really don't fit in there very neatly and will require some fabricated rubber molding when i have the time...but it's really cool and definetly unique.
