It's been done hundreds of times. You'll need to reuse your D-series wiring harness and injectors and swap to a 92-93 B18A or 94-95 B18B distributor for OBD1 compatability. You also need a cable/hydro conversion kit if you want to use that trans.

It depends on the state.

Example:
California: they'll fail you for having an engine older then the car.
Virginia: they'll fail you if it doesn't pass the sniffer (which it will.)
Florida: if the car has four wheels, it's legal.
