2002 Honda Accord EX sedan

Passenger side headlight (low beam): The light is out and I want to install a new bulb. However, I can't get the old bulb out because of a tube looking thing in the way. Its hard to describe and its not on the other side of the car (driver's side). It is right in front of the bulb and I can't get my screw driver down there because of it. Its plastic and and kind of looks like a horn type thing. Sorry for my naivety !
