Default Electronic drain Module?

Reading through my Haynes manual trying to chase down my fluctuating idle and other things, I found something about an electronic drain module that is pictured to be around the fuse box area. The picture in Haynes looks like an engine compartment fuse block with a wire connection. I don't see anything like it in my car (92 4 dr LX). It also says that problems with this will set a code 20 or something. If it fails you could have poor idle , injection problems etc. I guess it detects draws in amps through out the system. I do not have a code coming up but may have the symptoms of this- now where the hell is this thing? Manual also says the fuse block must be replaced if it fails- is it the black box on the back of the inside fuse block?
