HID lights are part of some option package on the TT. Not sure exactly how the options are set up.

Oh and if you want one under $20k then you'd be looking at a 2000. Even an '01 would be more than that. Although compared to an RSX-S, a new one would probably also be over $20k so let's say you'd be looking at an '00-'01. So you're comparing a minimum 4-year-old car to a brand new car. Since this decision would appear to be at least somewhat dictated by practical concerns you really have to think about that in terms of both the maintenance that you'll have to do and the warranty you won't have.

Also, the TT is a car that really needs summer tires if you want the steering to feel right, so you would still need to get a set of snow tires or at the very least all-season tires for winter use, same as with the RSX. I wouldn't want to drive it around all year with all-season tires because they don't have enough grip to give proper steering feel. You need to have at the very least a decently sticky tire like the Yoko ES100 or the steering will be too light.
