If a startup program is not in the Startup folder, it is most likely being loaded from the following regsitry entry:

My Computer\HKEY_LOCAL_MACHINE\Software\Microsoft\Win dows\CurrentVersion\Run

That will work for any Windows machine from 95 through XP, even those that don't have MSCONFIG.

Just be careful messing with the registry. Delete the wrong key, and you could end up with an unbootable computer.
Don't have him going into the registry if he doesn't know what he's doing.
There's also the Start -> Programs -> Startup folder. Delete whatever you don't want out of that, it will not affect anything but the icons and the programs that come up on startup, so don't be afraid to delete away.
