Well yes, but having the more commonly used keys right there, it's easier to get it right.

QWERTY was specifically designed to introduce errors and make it more difficult, ie slower for typers on old typewriters.

They used to use some old style that people were physically too fast for the typewriters and the machines would jam up. So they came up with QWERTY with the specific purpose of slowing down people.

Unfortuanly it stuck.
