You need to buy projector headlights. Stock headlights cause too much glare and it is actually illegal to retrofit aftermarket HID's into stock headlights in every state. The reason is for the glare and having the light go all over the place. I don't think it's legal even after you buy projector headlights, but I don't think the cops will care as long as there is minimal glare.
