Thanks, After looking around some more i notice a small tear in the hose that comes off the head and goes to the pcv valve and air intake housing. Some oil looking fluid has leaked out, I wiped it down and after driving around checked again and more had leaked out. Possibility?

Make sure the iginition timing is dead on. If the timing is advanced, the HC emissions go up.
Other possibilities are;
vacuum leaks
ignition missfires
Cat conv. not warmed up
dirty, clogged injectors
bad gas
EGR system has nothing to do with HC, only Nox.
