Make sure the iginition timing is dead on. If the timing is advanced, the HC emissions go up.

Other possibilities are;
vacuum leaks
ignition missfires
Cat conv. not warmed up
dirty, clogged injectors
bad gas

EGR system has nothing to do with HC, only Nox.
