Whenever closing it down rears its head we do usually recommend www.off-topic.net, but more often than not the OT stuff just creeps into the technical forums not only using bandwidth for people reading it but also requiring Mod/Admin attention to lock/move the thread.
so is keeping it open worth the $ issues as opposed to having a mod delete the thread? I highly doubt it. There are so many moderators over there that it shouldn't be a problem.
Because of the $ issue, is it logical to keep OT open?
Hell no and then to ask people to pay to help support it is ludicrous.
