Default b18c1 obd2b engine into a 94 del sol

I am having problems with the wiring on a swap i am neck deep on.
here's the short of it. I have a 94 del sol sohc p28. engine died. I bought a '00 gsr swap with a p72 obd2b ecu (3 rows 3 plugs not 2 rows 3 plugs). engine is in the hole all hooked up, linkage is modified, axels, exhaust, cooling, all done.
the problem lies in the wiring. I have all of the gsr harness except the steering column with ign. switch. I have tried a couple of different wiring configurations
1.) use all of the harness that came with the engine and change the ign. switch plug around. also with this configuration nothing really matched up in the instrument cluster, lights were on that shouldn't. plugs matched functions didn't. need i say, didn't work, no cranky over
2.) I went back to using the old (p28) harness, and splicing it into the gsr harness. everything from the ecu (p72 p2t) to the engine bay was gsr. wires coming from the ecu going to the driver's area were function matched into the old harness. wires coming from the drivers area going to the engine bay were function matched to the gsr harness. had extra wires, as to be expected. with this configuration when i turn the key i hear the fuel pump, and the engine turns over but does not start. no spark, no injectors.
I live in an area that has smog testing, so a chipped p28 i believe is out the question. have done plenty of searching but found little to nothing on p2t ecu's.
would appreciate help. of course something more than the standard obd2's suck. as a reply
