Default I have a P1491 code: Rad Fan Control Relay Circuit
I have a 99 Accord V6 that has a check engine light on. The code scanner reads the code as P1491. I look online, and I see two possibilities:

"Exhaust Gas Recirculation (EGR) Valve Insufficient Lift"

and

"Rad Fan Control Relay Circuit, An open or shorted condition detected in the radiator fan control relay circuit.This includes PWM solid state relays."

Any ideas what this is... and any ideas on how I fix it? I don't want to take the car to a mechanic... no money ... I would rather try to fix this myself.
