One oddball I'll add to the mix... Ace Combat 04: Shattered Skies by Namco.
Very impressive combat flight simulator with a strong storyline and immaculate modeling.
Others to consider include:
True Crime: Streets of LA. Think GTA3 - but from the standpoint of an officer.
Hitman 2: Silent Assassin.
