the allen screws hold the perch (gold part) to the sleeve... they just clamp the perch down. I don't know what those rubber rings are for. I don't have those on mine. Maybe its for a different application :dunno:
I am guessing they go between the red things and the spring at the top and between the spring and the gold part at the bottom.
