Default 90 Integra cooling fan problem

I've got a 1990 Integra with a cooling fan problem that I can't figure out.
The fan will cycly on and off as normal when the car is running or when you turn on the ac along with the auxillary fan. When the car is off, maybe hours later, the fan with come on and proceed to discharge the battery.
I have replace the fan relay and the oil temp. switch. This made no difference.
It is also my understanding that the fan operates on a ground circuit making connection through the relay to ground.
If I can't find a solution is it possible to hard wire to an ignition controled fuse so the fan will only work when the ignition is on? Whay would the fan act like this?

Thanks,
