well i think we all need a better understanding of whats needed when giving your car a tune up. from what you said, well it seems to me that you dont care about your car that much. dont take it offensive but it's true. i think you had an oil change in mind. and that isnt a tune up.

air filter
fuel filter
maybe:
spark plugs
spark plug wires
distributor cap & rotor
valve cover gasket

replace the air filter with a new one filter. it's pretty easy and you can do it yourself in just a few minutes.
replace the fuel filter. protecting your cars fuel system is a vey important asset. i would also suggest that you put in a fuel injector cleaner every once in a while.
change the spark plugs. when spark plugs get old the spark can not jump over the wires and ignite the fuel properly. depending on the quality of plugs you use will detirmine how often you need to replace em.
sometimes the wires get old so check those out.
im taking it that you have a civic so your car should have a distributor cap. just inspect the cap for cracks or black lines or if any deterioration is present. a new rotor will be needed if you find any cracks, carbon tracks or burning.
get a valve adjustment. replace the valve-cover gasket because it is pretty common for these covers to leak.
a leak in this cover can result in oil around the top of the engine.
check ignition timing.
clean the throttle plate and have the air-fuel mixture adjusted.
check the fluids. you should do this regularly but this would be a good time to check them.
if your car does not have a manual transmission, adjust the clutch.
check the battery. clean battery terminals and cable ends. corroded terminals can keep your car from starting. if it needs water you can put water in it. i've heard to use bottled water but i dont know if it's necessary.
