It's actually kind of a crisis, not just a political fabrication. There are an alarming amount of OB/GYN doctors who are dropping the OB part (the delivering babies one) because their premiums are so damn high. It's a tough issue because it's hard to criticize parents whose kids are screwed up because of some kind of complication. But then again, childbirth is a complicated thing, and if you penalize doctors anytime anything unexpected happens it will prevent them from performing hundreds of successful and healthy births. Just my 2 cents as a pre-med student.
