Kerry had the luxury of changing his mind about the war after basing his decision off of false information, unlike Bush. Imagine if Bush, after invading and letting American men die mind you, went public and said "Oh...well we shouldn't have done that". That is political suicide. Not only would he be admitting he made a horrible decision, but he let American men die in vain. Bush's best bet now is to stick to his guns and keep true to his original story, whether he believes that or not, which in the case you claim he does.

Kerry is able to rely on the fact that his single opinion/vote didn't send Americans to war, unlike Bush. From that viewpoint, Kerry can more easily change his opinion without the blame of American deaths on his conscience.

But again, like Bush, he made his decision based on false information. Maybe Kerry, unlike Bush, was able to realize that what happened was unjustified. Actually, I can't say it wasn't unjustified because Saddam needed to be removed from power, but just that we invaded under false pretenses.
