I guess since you have two heads and one turbo then the piping has to merge before the turbo, but are the turbo manifolds for Subarus commonly referred to as headers?
2 heads, piping mates at a central point then goes into another pipe (up pipe) before mating to the turbo.
and no i dont know why its referred to as headers.
