check and see if there is a bulb at all, first...

if this is a 94+ integra, there are 2 screws over the guage cluster... undo them, pull the bezel out and then there are 3 more screws holding the cluster in. one at the top, one on the left and one on the right. you will see them. now the cluster pulls out and there should be 3 wiring harnesses plugging into it. unplug them and take the cluster completely out, if there is a hole behind the CEL slot, then the bulb is removed.

if that dealer did in fact tamper with the CEL, he could lose his license, and IMO, he should lose it... so dont be afraid to report it to the state and have them investigate.
