Secret shadow government means a government that runs n the background with a private agenda that functions simultaneously alongside the current government so as not to draw attention to itself.

I call BS on that particular comment though because as much as I hate dubyah he is not the first to set up a shadow government since there have been many in operation for longer than any of us have been alive.
