They have cleaned up some but far from what regulations tell them to. Many are always paying off huge fines because its easier and cheaper than coming into compliance with regulations.

Am I saying that there won't be regulations on Mars...no not at all in fact the opposite, but after seeing how enforceable it is on earth what gives me any hope that it will be more enforced on Mars?

All I have to go on is the current and past record in order to make my call on the situation
