Ahh, if they arent gripping, it because the rear brake pads are near the end of their lives. Time to get new pads.
Since the parking brake on a DC Integra engages the rear calipers...if the pads are nearly gone, the piston may not have enough travel to hold the car firmly.
Replace the rear pads.. and you should be fine.
You'll probably need to let a bit of slack out of the parking brake cables again.
