The way they list it is not the only way, you can lower the front by taking apart and reassembling the torsion bars in a different manner.

That aside, you need lowering springs or coilovers to adjust the back. If you've ever wondered why GC or any other company offers only rear springs for 86-89 Integras/84-87 Civics it is because they have no front springs, only rears. The only way to adjust rear drop is by the springs.
