I think he means learn how to drive the car to it's current potential before adding more potential.

Go to some Autocrosses, HPDE days, performance driving schools, etc.

If you do ANY of these, especially more than once, you'll be amazed at how much more potential there is in your car, compared to what you're capable of right now. It's also a great and SAFE way to push both you and your car without risking someone else, while you learn on the streets.
