i think some of the cheaper paint shops just sand then spray. I've seen cars where you could see the previous paint color(s)... not cool. If you want a really good paint job you gotta sand it off. Then prime. Then paint. Paint. Paint again. Then put like a couple of coats of clear on top. Wet sand that down and then buff it all out.
