The way I view it, on a scale of worst to best:

Old (original) cat converter
new cat converter
gutted cat converter
midpipe/test pipe

It depends on how much of a liberal tree f*cking hippie you are... *cough*... but the best for performance is absolutely no cat converter at all. It chokes the exhaust.
