15PSI is not the same from turbo to turbo. That is why you cant make general "the block cant hold 10PSI" comments. 10PSI from an SC61 will flow wayyyyy more air than 10PSI from a T25.
In my experience at this point, I dont even think you can make a general HP or PSI statement based on a general turbo setup and motor question. It used to be 7PSI, then 9, then 10. Now people run 14PSI+ daily on LS motors with no problems. Then people make HP claims, 250 is the limit, then 280, now 300...and now people make 320+whp and drive their stock motor'd cars every day. Technology is getting better and tuners are getting more experienced, so our setups are becoming more powerful and more reliable.
To answer your questions, research your parts carefully. Make sure what youre getting in a kit will provide the outcome you want it to, and if not, begin researching putting a kit together yourself. Preparation isnt much...make sure you have everything needed for the install (fuel mgmt of your choice, fmu, afc, hondata, aem, etc), make sure youre maintenance is up to date (wires, cap, rotor, plugs, fuel filter, etc) and go to town.
