Both.

You can adjust your ride height to make for better handling, but most of us would say the tyre's still just too high.

...but was wondering if you have rolled your fender lips to go with the 38 offset.
One rear fender required a tiny bit of attention w/the baseball bat.

Nothing severe...certainly nothing that would be called a "flare" under any ruleset I'm aware of.
