As for your example of a concrete slab, if it was big enough then I would be able to brake and stop in time. I maintain a safe distance and an escape route whenever I drive. Even if I had to swerve I would be able to maintain control and it would not be done blindly.
What I said still stands.
You can't maintain a safe distance on crowded highways...
As soon as you drop back to a safe distance... another car will pull in front of you. You drop back... and the same will happen again. The only way to maintain a safe distance on crowded public roads is to STOP.
