copy the file in the folder specified by the error from another computer onto a disk.

You'll have to use either Microsoft recovery console, or a DOS boot disk (depending on operating system) to put the files from the disk, back into the directory specified on your machine (systemroot/system32/config/...)

May or may not work, but worth a try.
