No that's not what I was asking; you explained it quite well in your earlier post.

What I am saying is, the policy itself is unfair to millions of those who don't claim and drive safely. Yet like you said, when frauds or claims happen it's innocent by standers that suffer. And like Car and Driver said, this is like big brother style insurance policy. And we are taken hostage because without it, we can't drive. And if we don't like it, we don't have an option. So everyone has to get one because the law says so, and I don't see these insurance companies suffer any risks because the law allows them to charge us if they lack money.

And then, the biggest question that the USA's insurance policies raise is what's the point of driving safely when everyone else has to cash in for someones claim or fraud. I know one day I might crash and claim, but the individuals have to take responsibility, not others.

And my point is, it's not fair to us, and fair to insurance companies. But in your earlier post it sounds like millions of drivers are the bad guys, and the insurance companies are the ones suffering. I don't see that they are the victims from the way you explained it (albeit quite a good job you did there).
