Ok, so WCS and I have gone through all the testing, and nothing came up as bad.

We swapped a new ECU, came back with a 1 code, which is still the primary O2.

We changed the O2 three times, I just put a stock Honda one in yesterday.

We checked all the wiring, everything was showing continuity and power.

The one thing that is odd, is that when the harness was unplugged from the ECU, the plug wires on the sensor only showed 2 grounds, when the ECU was plugged in, all 4 were grounds.

I am still getting this code, and Honda will not touch it now since it has a turbo.

There is a $10 paypal reward for someone who can tell me the correct fix.
