well i'm not overly awesome with engines but belt replacements and water pump are things i can do myself correct?

basically it sounds like the engine is bogging down a bit ya know? this is a terrible attempt to explain it but like you are vacuuming and put the attachment flat on the floor and the machine revs up a bit ya know what i mean?
