It could be the motor then since it does stop at a certain point and doesn't go up all the way because the motor can rotate until it gets to the section where the teeth are broken. Mine also moved uo and down a little when I had to replace it. For cost sake, I would try the lubricant first in hope that is the simple and cheap solution, because power window motors can be costly.
