it's not in fashion anymore, but it was known as "ganguro" (gan-gu-ro). the idea was mainly to tan yourself as dark as you could, and then wear really bright makeup around the eyes and lips. the clothes are kind of a side effect. the whole thing was blisteringly ugly!! it was popular about two years ago and thankfully died out pretty quick
it's at least still popular in shibuya. those first 2 pics were taken last week.
EDIT: and i saw quite a few when i was there late last year.
