People will shy away from Falken sometimes because of how cheap they are.
However, many of us have lived with the Azenis and do perfectly well w/them even in heavy rain. It's a blocky tread pattern that does not handle standing water well, and as the tread wears down, it handles running water less and less well.
A cheap tyre that has impressed me is the Falken Ziex 512. Winter's fine, heavy rain's fine, and they will surprise you in the dry, coming close to the dry handling adhesion of the vaunted Azenis. I use 512's on my daily driver EP3.
This is all if you can live with the ignominy of having a tyre that says "Falken" on your car. LOL...
