It depends on which outlet he plugged it into. If he plugged it into the outlet in the bathroom, those are most likly protected by a GFI circuit breaker. Those will pop off the instant a direct short occurs. If he was on a conventional breaker, or one the fridge was plugged into, it will take a little while for the breaker to pop. A lot of those have built-in delays in them to account for a motor starting.
