First off: you have an OBDII ECU (OBDII was federally mandated for all cars sold in the USA starting with the '96 model year) and it is "unchippable."

Stock Honda engines do not respond very well to chips and such anyway, as their engines are rather well optimized from the factory. There's not much to be gained in that department.

If you have a reasonably modified engine which is in need of tuning then there are any number of devices which will allow you to strap the car on a dyno and dial it in.
