To my knowledge, OBD II only exists in the US, nowhere else. The ECU you with a JDM swap is going to be OBD I. If the motor is a '95, I can almost promise you it's OBD I (the OBD II standard wasn't instituted in the US until '96). Your best solution for your swap is probably going to be to find an OBD IIa to OBD I conversion harness (since your car is a '98, your OBD IIa). The motor will be OBD I so if you bought an OBD II ECU, it would always have a check engine light since the OBD II sensors aren't there. They're may be legal and emissions issues depending on your local laws running the older ECU as well but it's still probably your best bet.
