PMG relay has something to do with the circuitry to the fuel injectors I believe, I think the full name was PMG-FI. I don't know how to test it, but the local tech at my Honda dealership told me to replace it, and that solved the problem, I was just throwing out a possibility, that's all. Remember also, I'm saying this was a problem in the 4th gen, and yours is a fifth gen. How they tested it is beyond my knowledge, I haven't taken auto electronics course yet, and that won't be for another year or more.

As far as accessing the starter, do you have a manual to help you out? If not maybe I can fax some pages out the 1995 Accord service manual if you pm me a number.
