No... the only thing a fuel cutoff switch could do is decrease the amount of fuel through increased resistance to the fuel pump, thus less power and less likely to rev freely.

In a manual car, if you apply more gas, the RPM goes up, but the speed stays the same, then I'd have to cast an eye at your clutch. How many miles does it have?
