GC coilovers can range anywhere from $250-$339 depending on where you get them (groupbuys etc...) But if you wan't custom rates, you'll either have to stumble onto somebody selling the rates you want (not very likely) or buy them directly from Ground Control for full price. The limited edition coilovers are $339 directly from them.

Anothe option would be to buy the one-size-fits-all civic kit (it wouldn't matter where you bought this, the "stock" rates are 375f/250r i think) and buy a pair of stiffer springs for the rear... that way you'd have a winter setup (so you don't slide around in the snow) and a summer setup (to tear it up at the autoX's). Replacement springs are $50 a pop, or you could check H-T for some used ones. I'm planning on getting a pair of "winter" springs for the rear next winter if I can manage.
