wrinkle paint should do you for the valve cover, I don't see why ya would want to use both, I would just strip the oem wrinkle paint crap off and use the engine enamal, probably look a little better.
What parts are rusted? In most cases it is probably not a bad Idea to get rid of the rust first.
Well i was planning on sort of keeping the wrinkle look, and then painting over it with a steel gray enginge enamel. So the valve cover doesn't get any hotter than 350 degrees F? The bolts on the header heat sheet and the heat shield itself are pretty rusted, and just bolts in a lot of places. And also the canister right next to the brake fluid container on the right side, not quite sure what it is, but it is total rust. It was an east coast car, and of course they salt their roads quite a bit up there.
